Audit Question Set Section 3.4 Availability of Resources

These questions can be used as an aid to assure that your project adheres to the policy briefed in clause 3.4 of the Statute Policy mandated by Defence Regulators which states;

Operating Centres, Project Teams or equivalents shall ensure the availability of resources necessary to establish, implement and maintain the safety and environmental management system and detail these in a through life safety and environmental management plan.

These questions address ASEMS Part 1, Clause 3.4 and DSA 01.1, Elements C, D and K.
Organisational Leadership, Culture, Capability and Change Management
  1. What activities have been carried out to establish the extent of the team’s S&EP responsibilities and determine what resources are needed to manage them?
  2. Who within management was responsible for obtaining the resources necessary and where was this recorded?
  3. Once the numbers of staff required became known, how did the team determine what S&EP competences they would need both individually and as a whole?
Personnel Competence and Training
  1. How has the team ensured that personnel are already SQEP or have funded training plans in place to enable them to become SQEP?
Self - Assurance
  1. What internal and / or external oversight has been carried out to assure the adequacy and effectiveness of the above arrangements and their outcomes?

Assures Procedures

EMP01

Environmental Management Plan

A fully resourced plan to manage potential impacts to the environment should be developed. It is likely that aspects will be known to the project team prior to commencement of the POEMS Process. This procedure should allow the project team to budget, resource tasks that may be required to assess the significance of the impacts from the project and to demonstrate that any significant impacts are minimised or reduced, as far as reasonably practicable.

EMP02

Stakeholder Communications

This procedure will enable the project team to ensure that environmental issues are appropriately managed, with all environmental responsibilities communicated. EMP02 will assist the project team in identifying stakeholders, define and agree project environmental responsibilities, produce an effective communication plan and assemble an environmental committee.

EMP07

Environmental Impact Management

This procedure focuses on the management and reporting of high and medium priority environmental impacts associated with the project.

SMP01

Project Safety Initiation

This procedure describes the start-up of safety management activities on a project. It identifies safety stakeholders, and legislative and other standards that should be satisfied. The procedure also creates the key elements of the safety management organisation for the project.

Safety Planning

This procedure guides the development of a Safety Management Plan which defines the Safety strategy, ensuring acceptable Safety performance through life.

SMP13

In-Service Safety Management System

This procedure provides guidance for sustaining safety performance by ensuring in-service arrangements are recognised and operated.
